The Yellow Ribbon Programme will only become meaningful if society gives those who have offended a second chance in life.

Speaking at the Sukuna Park as the chief guest of today, the Chief Executive Officer of the Singapore Rehabilitation Co-operative Enterprise from where the yellow ribbon programme was adopted, Desmon Ching said the challenge is with us all as to how we will treat those who are serving their time in Prison when they return.

Ching said all those who are in Prison will have to return to a family and society where they expect to be accepted.
