Lack of proper litter officers is the main reason for why the Litter Promulgation of 2001 was not effective.
These are the words of the Director Environment Epeli Nasome who said most of the officers they had assigned to carry out the enforcement of the litter laws had other responsibilities, so as a result the awareness of the Litter Decree was not enough.
The new Litter Promulgation of 2008, could see a fine of $40 imposed on individuals found littering, and $2000 for cooperate bodies found littering, with even higher penalties for those who refuse to abide by the Litter Promulgation following several warnings.
