It will be the President's prerogative on how to proceed once he receives the final report on the People's Charter.
National Council for Building a Better Fiji member Loraine Tevi said the finer details are currently being worked on with the aim of presenting the final report to President Ratu Josefa Iloilo next week.
Tevi said the final report will first be put forward to the NCBBF and then to the President.
The Draft People's Charter consultations had started in August with Charter teams holding forums, giving out booklets and having house to house visits on the Charter.
