The Flying Fijians will not be at full strength for this year's World Cup if the visa restriction on players with military ties continues.
Fiji Rugby Union board Chairman, Colonel Mosese Tikoitoga said they are hoping for the IRB to step in to allow these players to represent their nation in New Zealand.
Tikoitoga adds that in the World Cup every team want their top players available as it takes place every four years.
Players like Alefoso Yalayalatabua, Dale Tonawai, Nikola Matawalu, Epeli Ruivadra and Leone Nakarawa have played in the 15's team in the past but will not be able to travel to NZ under the current sanctions.
Fiji is in Pool D with South Africa, Samoa, Wales and Namibia in the Rugby World Cup.
