Interim Attorney General Aiyaz Sayed-Khaiyum said that some magistrates were appointed by promulgations in 2000 but no lawyers, such as Grahame Leung, had objected when they appeared before these judges.

Khaiyum said this in response to the comments Grahame Leung, who said that under the Constitution, the Legislature is the only legal body to make new laws and added that nobody can make laws through a promulgation or proclamations or degree because it is well beyond the Doctrine of Necessity.
