Flying Fijians flanker Netani Talei will not be joining the national side after the officials failed to sort his paperwork.
The powerhouse number eight and blindside flanker has won 27 caps for Fiji and was initially named in Fiji's squad for their autumn tour of Europe.
The Flying Fijians will play Portugal in their first test this Sunday before playing Italy on the 17th then Romania on the 24th of next month.
Their last match is against the Barbarians on the 1st of December.
