New Zealand Rugby is becoming increasingly frustrated by the new Japanese franchise's apparent lack of urgency ahead of their introduction to Super Rugby.
The Sunwolves franchise has signed some players, has a venue, a jersey and some good commercial sponsors on board.
But, NZR Chief executive Steve Tew says there remains a glaring concern.
He said they haven't got a coach and that is the most pressing problem and they have said that it will be resolved before Christmas.
Former Hurricanes coach Mark Hammett has been linked to the position.
