High Court Judge Justice Jiten Singh has refused to grant a stay on the implementation of the new Great Council of Chiefs Composition Regulations of 2007.

Terminated members of the GCC, Ratu Ovini Bokini, Ratu Sakiusa Makutu, Ratu Epenisa Cakobau and Ratu Ratavo Lalabalavu filed a judicial review against the President Ratu Josefa Iloilo and the Interim Attorney General challenging the legality of the new GCC regulation on the grounds that the President acted for improper purposes and exceeded his powers and wanted the court to issue a  stay on the regulation.

In his ruling Judge Singh said that there were arguable grounds in the case to allow the terminated members to proceed with their judicial review on the GCC regulation.

However, Judge Singh stated that he refused to grant a stay order on the grounds as it concerned matters of public interest and a stay would create a vacuum during the period it is in effect.

He stressed that the best solution was for the parties to quickly move on with the hearing.
