Academic and one of the architects of the 1997 Constitution, Professor Brij Lal believes that a referendum calling a on the People's charter may not be a good idea for the interim government.

Professor Lal said a Referendum has never been a common means of gauging public opinion on matters of public policy as a parliament has been used as the forum for formulating and approving public policy.

Lal goes on to say's that with the way the country seems to be divided over the People's matter, the hope of it being approved in a Referendum does not look good and could fail.

Lal said that in a referendum people will vote as individual citizens which is why it is so important for the initiative to be inclusive and broad based from the outset.

The Interim Prime Minister, Commodore Frank Bainimarama had earlier said that a referendum on the People's Charter is an option for the interim administration.
