RFMF operations highlighted
One of the issues highlighted was the use of Local Purchase Orders issued for purchases of goods for RFMF that were approved by the Commander but they were above his authorised limit of $10,000 dollars.
However Committee member Taufa Vakatale said the RFMF told them that the lack of planning resulted in the last minute spending.
The Committee also raised concerns with the overspending by the RFMF despite the upward revision during 2004 by 37%, but they were informed that the increase was due to COLA payments.
Another issue of concern was the overpayment of salaries with regards to the Job Evaluation Exercise carried out by the RFMF in 2004. An Audit showed some officers were overpaid but it was confirmed by RFMF that there had never been any overpayments and they never instituted any recoveries due to the fact that the payments were authorised.
The report goes on to said that there were 35 motor vehicle accidents, but the RFMF had failed to prepare accident reports and internal investigations were still pending from year 2002 to 2005.
