The Public Service Commission has started auditing government ministries and departments.
Chairman Josefa Serulagilagi said it is a very challenging and expensive task, as they try to find out which ministries are over and understaffed and their qualifications.
Government has set aside $300,000 for this exercise as they need $2.5 million for this.
They are hopeful of outside funding and if this fails they will ask government for more money.
