The Suva City Council (SCC) still maintains that it wants to declare Nukulau Island a picnic spot.
Lord Mayor Ratu Peni Volavola said they are still awaiting approval from the Lands Department before developing the island.
The Lands Ministry is expected to comment later.
After the removal of Coup leader George Speight and others from Nukulau Island to the mainland prison, the SCC wanted to change this island into a picnic spot.
