The New Zealand Rugby Union said there is simply no room for a Pacific Island team in the new look Super Rugby competition.
A sixth South African side, one from Argentina and another yet to be determined team will join the competition in 2016.
New Zealand rugby CEO Steve Tew said there isn’t the market for a new team from Australasia because they can't sustain anymore teams.
He said despite the expanded competition, games won’t be played mid-week as teams have to cover significant geography between games.
