The Chairman of the Public Service Commission said the PSC did not breach the Partnership Agreement between the Unions and the Government in 2006, as claimed by some unions.

Dr Mohammed Yunush said the Job Evaluation is a component of this agreement which was to be implemented, once an agreement was reached between PSC and the unions, however this did not happen and the Unions are to be blamed for the delay.

Yunush said the matter was further delayed after the Interim Finance Minister decided to shelve the Partnership Agreement. He said PSC decided to implement the original Job Evaluation including the union's version, of which the Unions reported as a trade dispute.

According to the PSC Chairman, the Interim Government is implementing the report for the general civil service, and the various negotiated version of the report is tied to the partnership agreement now before the tribunal.

He said the implementation of the Report was long overdue, and this is the Interim Government's initiative to pay its qualifying employees what they deserve.
