Australian Foreign Affairs Minister Stephen Smith said he will not enter into a dialogue with Interim Prime Minister Commodore Frank Bainimarama at the August Pacific Islands Forum summit in Niue until he sees a substantial change of conduct and a substantial adherence of holding an election in Fiji.

Speaking to PACNEWS, Smith said he had not seen that commitment from Bainimarama and the Australian government is also not in a position of rewarding bad behavior.

Smith said the last bad behavior he saw from the interim military regime was to expel a newspaper publisher, who had given him the discourtesy of seeking to hold them to account for some of the things they were doing.
