NCBBF member Peni Moore said civil servants should work together for the success and implementation of the People's Charter.
Speaking to Fijivillage, Moore has alleged that some civil servants are trying to block the printing of the draft Charter which has resulted in some delays.
She said civil servants should be reorganized to change their mindset on the draft People's Charter.
Public Service Commission chairman Rishi Ram is expected to comment later today.
