Ministries under scrutiny
In their report, the Committee identified issues of concern following a review of the audit reports carried out by the Office of the Auditor General.
One of the areas was the fact that the Ministries and the Departments showed that they were operating with a lot of vacancies which were all a part of the Government restructure and directive by PSC to freeze vacant positions.
The committee said that as a result, officers were appointed as acting in the positions even though they could not be appointed.
They also raised the concern that many new people were appointed as a result of the PSC directive and thus could not answer to questions raised by the Accounts Committee.
However, the Accounts Committee stressed that irrespective of what time the office holders were appointed, it is their responsibility to respond to any queries.
Some of the Ministries and departments covered in the report included the Department of Energy, National Roads, Government Shipping and the Meteorological Departments.
