A media authority and tribunal could be introduced by the end of the month in the country.
Permanent Secretary for Information, Lt Colonel Neumi Leweni said it's proposed under the new system that media organisations will also have to be registered.
He said it's hoped the tribunal will be headed by a judge.
Lt Colonel Leweni said the new system is designed to ensure responsible journalism.
He said any criticism that the system is too controlling needs to be backed up by facts.
Meanwhile the media in Fiji are expected to operate under the Media Decree from later this month.
Lt Colonel Leweni confirms that consultations will be held on the decree next week.
He said consultations are not expected to take too long, as only the media outlets will be part of the process.
