Ousted Prime Minister and leader of the SDL Party Laisenia Qarase said there is now total confusion after the NCBBF announced that the current electoral system will be changed, as they do not have the constitutional right to do that.
He said only an elected government can make changes to the electoral provisions which are also part of the Constitution.
Qarase said at one stage people were told that the Charter would be referred to a referendum but that now seems unlikely.
