Pacific leaders are planning another bid to get rugby union eligibility rules changed for Island players and a Pacific team in the Super 14 competition.

Present ruled restrict players moving countries. But the Pacific Islands Forum, meeting in Tonga, wants rugby's power blocks to take notice of the region's concerns and lobby the International Rugby Board for change.

New Zealand Prime Minister, Helen Clark said it may well be time to raise the issue again, particularly in the run-up to the 2011 Rugby World Cup in New Zealand.

Clark thinks the World Cup performance of Fiji and Tonga "might help their argument with the IRB".
