The proposed Decree will look at new approved testing procedures and as well as counselling, which includes the provision of pre-test information and post test support.
At the same time, look at how a person's human right is protected, in terms of personal liberty and freedom from cruelty, inhumane and degrading treatment.
Next week, a consultation on the draft decree will get underway where stakeholders will be able to debate the different points raised in the Draft Decree.
Meanwhile, one noted absentee from the HIV Council of Fiji is the University of the South Pacific who have not been included in the HIV Council.
USO has been a member of the Council since 1988 and has been active in raising issues that affect the students from within the various campuses.
The deliberation on the Draft Charter is expected to be for two days from the 17th until the 18th of this month at Novotel in Lami, while at the same time the Draft Decree is being analysed by the Office of the Attorney General, before it is gazetted byGovernment.
