The third penalty payment kicked in from the 1st of this month which was last Sunday.
Attorney General and Tourism Minister Aiyaz Sayed-Khaiyum said they have already received payments for October and November as well as a response from the developers on showing cause as to why their license should not be cancelled.
He said he hopes the construction will start from next week.
When asked on what are the reasons One Hundred Sands Limited has given for the delays, Sayed-Khaiyum said he cannot comment at this stage.

Construction has been delayed for several months now at the new site near the entrance to Denarau.
Only a digger is at the site and nothing further has been done.
The developers have to pay government US$100,000 every month until the casino project is completed.
