The Pacific AIDS response will benefit more by focusing on unprotected sex and other high risk behaviours, rather than population groups.
This is one of the recommendations made in the Commission on AIDS in the Pacific report, which is why the cost of implementing HIV programmes in the Pacific is high, due to cultural and linguistic diversity, limited and expensive transport network and poor communications infrastructure.
UNAIDS Project Officer Rachel James said focus should be on how the HIV is transmitted.
James adds trained doctors, nurses and counsellors who can work with HIV and AIDS patients are also required to strengthen the health care system.
