South Africa scored in the dying minutes of the game but could not convert giving Fiji the win.
Fiji beat Kenya 24-7 in the semifinal and edged England 10-7 in the quarterfinals.
South Africa still lead the IRB Sevens points series with 84, followed by England on 68 points while Fiji has jumped to 3rd place on 62 points.
Defending champions New Zealand are in 4th place with 60 points.
