The permanent secretary for the Governor General Ratu Penaia Ganilau in 1987 said Fiji was ready to have a “government of national unity” in September 1987, however, everyone was taken by surprise when the second coup of 1987 occurred just two days after an agreement between the Fiji Labour Party and the Alliance.

Speaking to Fijivillage from Sydney, Peter Thomson said Ratu Penaia initiated meetings between Ratu Mara and Doctor Bavadra to ensure that a resolution was found and they agreed to the Deuba Accord on September 23rd, 1987.
