Samoa is the top seed after their victory in USA and Hong Kong 7s tournaments.
They have been drawn in Pool A with Argentina, USA and Italy.
New Zealand tops Pool B with Kenya, Wales and Portugal while defending champions England joins Australia, Scotland and Russia in Pool D.
IRB 7s manager Beth Coalter said the scene is set for what promises to be a highly competitive tournament played in front of a record crowd in London.

It will be two days of compelling action.
The England 7s tournament will be held from 22nd to 23rd May in Twickenham.
