Savou said current captain Etonia Naba, Neumi Nanuku and Setefano Cakau are all capable leaders and he will make the final decision before the pool games get underway.
7s wizard, Waisale Serevi supports Savou's decision, saying that a captain should lead by example.
The San Diego 7s kicks-off on Sunday with Fiji's first game at 8.12am against Australia, at 11.18am they will take West Indies and the last pool game is at 2.46pm against Samoa.
