The FRU Games Committee has the final say on the selection of both the 7s and 15s rugby teams.
Chairman Rafaele Kasibulu confirms the selectors will choose a team and the Games Committee will ensure that they stick to the selection criteria.
Kasibulu said this selection process is not new as it has been the practice throughout.
Meanwhile, the San Diego tournament kicks off on Sunday with Fiji's first game at 8.12 in the morning against Australia.
Then Fiji takes on West Indies at 11.18, and their last game is at 2.46 in the afternoon against Samoa.
