Mick Beddoes said the FIS is emerging at a time when there is a lot of uncertainty in Fiji.
Beddoes adds the concern is not the people of Fiji, of whom the FIS are supposed to monitor, but its leaders, adding it is unfortunate the leaders in power now are unelected.
Earlier this week, cabinet came to a decision to revive the FIS to combat threats of terrorism against Fiji.
