Interim Minister for Health, Women and Social Welfare, Dr Jiko Luveni says it is time to empower people to have a say in the formulation of the Peoples Charter.
While speaking to the staff at the Tavua Hospital, Dr Luveni said the interim government is trying to encourage people to have a say in the formulation of the People's Charter for building a better Fiji.
She added that the culture of silence and respect is very strong and when an opportunity is given to voice concerns, it is not done.
