Digger was not fully secured
LTA spokesperson Ratu Eroni Volavola said initial investigations by the LTA officials in the north have found that the digger was not fully secured when it was loaded.
According to Ratu Eroni, the traffic regulation makes it unlawful for the owner of the truck or the driver to carry a load which is not fully secured.
He added the driver and owner will be charged soon as they have enough evidence.
Meanwhile, a man is still fighting for his life at the Labasa Hospital after this accident.
Police spokesperson Atunaisa Sokomuri confirmed the man who is from Suva is still in a serious condition while his two other workmates are also recovering at the hospital.
The three were passengers in the company vehicle which killed the 27 year old driver.
Meanwhile, the truck driver also received some injuries and is admitted in hospital.
Police are expected to question him once he is released from hospital.
The road death toll now stands at 7 compared to 12 for the same period last year.
