Attorney General Aiyaz Sayed-Khaiyum said the decree relating to immunity is nothing new as many immunity and amnesty decrees have been implemented since 1988.
Sayed-Khaiyum said the decree is basically a forward looking plan.
Sayed-Khaiyum said it also clearly addresses the issue in relation to compensation claims.
The Attorney General said the 1987 coup and the events surrounding the coup have not been included in the decree as there is no need to go back to 1987 because people are out of time in terms of any compensation claims.
The immunity decree of 1988 for the 1987 coup was enshrined in the now 1997 abrogated constitution.
