The Public Accounts Committee is concerned over the way the school building grants system has been handled based on the 2006 Social Services Sector Report of the Auditor General.

The committee said building grant regulations were not complied with, yet funds were released by the Education Ministry.

To illustrate the extent of the problem, the Committee highlighted the situation in relation to the Davuilevu Methodist Primary School.

The committee said it was obvious from a general survey of the conditions of the project that the decision to build a school was arrived at hastily and obviously done to satisfy political pressure and gain political mileage.

The Public Accounts Committee said a grant of $21,000 was given in 2005 for a classroom and an additional grant of $36,000  was given in 2006 for a 1x2 classroom for Davuilevu Methodist Primary.

Furthermore, a grant in the form of assistance of 69 thousand dollars, had initially been given by the government in 2003.

In 2007, the Accounts Committee was told that the school received a further grant of $35,000 on the understanding that it was to complete the project.

However in 2009, the project had remained far from being completed and long grass had been allowed to grow around the construction area.

Meanwhile the children were using the facilities of the Young People's Department of the Methodist Church. The committee said those facilities were temporary in nature and non OHS compliant and should have been ordered for closure.
