The Citizen's Constitutional Forum said the Charter is not a legal document.
Rather, Chief Executive, Reverend Akuila Yabaki said the People's Charter is a process towards democracy which everyone should participate in.
Yabaki also said that the Charter process is not an alternative to elections in 2009.
Yabaki is responding to comments made by Ousted Prime Minister, Laisenia Qarase who said that the legal foundation of the proposed People's Charter is doubtful and the Charter cannot bind future elected governments to make policy changes adding that changes cannot be made to the electoral system without parliamentary approval.
