If the Housing Authority and Public Rental Board are to be relevant in today's world, they need to do careful research to find out what low income really means so that their products can be affordable to this group.

Speaking at the Fiji Economy Update 2009 discussions at USP, Father Kevin Barr highlighted there were plans by the PRB and Housing Authority to build more lots and provide it to low income levels earners, however, there is a question if these lots and rental units would be made available at a rate which is affordable to low income earners.

Farther Barr stressed if housing is to be available and affordable for workers on low incomes, the low cost housing or rental accommodation PRB and Housing Authority provides should be able to match those incomes.

According to Father Barr, ways need to be found to involve the people themselves in solving housing crises.
