The Public Service Commission has today confirmed that the decision to put all civil servants on contract was made under the State Services Decree which does not require negotiations with the Trade Unions.
Permanent Secretary, Parmesh Chand confirms they are doing what is required under the provisions of the decree.
The Fiji Teachers Union has raised concern that PSC has started getting all civil servants on contracts without consulting the unions.
General Secretary, Agni Deo Singh said there are current provisions in the Civil Service to assess performance and merits of civil servants and PSC should not have taken this step.
Singh adds the Public Sector Union took this matter to court last year and is awaiting judgment.
Singh also said civil servants will be on the losing side if they are on contract as their employment will not be secure.
He has called on PSC to negotiate with unions on this matter.
