One of the architects of the 1997 constitution said the spirit of the Alternative Voting System was abused back in 1999.
Professor Brij Lal said this system, which the National Council for Building a Better Fiji (NCBBF) recommended should be removed, was designed to encourage political co-operation, but this did not happen.
However, Lal added in order to move to the Open List Voting System people must first know what kind of political culture they want.
The NCBBF earlier this week announced major recommendations to the current Electoral Act including a change in the current Alternative Voting System.
